If you have enemies just going up and down, you can use extra arrows to manage their speed some. It's not great but it will work for many situations. It works pretty similar to how it works in Mario Builder (https://www.youtube.com/watch?v=5e-_ua5SxWk (https://www.youtube.com/watch?v=5e-_ua5SxWk))

I am aware, but for some reason, I needed this for a special situation.
