New PBuilder Resources Policy

I modified the requirements for the resource posting when you want to post a resource in my resource website:

Hmm... I just want to do what PB rules say, but saying ripped from sprites gives the reader the impression that it's okay to submit/use sprites that Nintendo or some other company has made and doesn't want their content to be used.
