Vertically tile for independant bg layers

For example, if I want a sky bg but over it, there is a mountain. If I want the sky to have vertically tile, with its clouds and that, but mountains not.

In BGs, there is an option called Vertically Tile, so the bg will be repeated vertically. Will be cool to have this for each layer instead for all the bg.
