More options for worlds

I want to have a way to put rain, thunder and some other stuff that we see in levels but in worlds.
Also will be cool to see commands in worlds, that will be awesome, some commands are great for worlds.

But how would we do that stuff?

Referring to the effects like rain. I cant' picture it.

In a normal level, you can see the rain. Isn't it?. Imagine that level with the rain but replace the level with a world.
